Hindi spelling of France is 100% correct. Anthing else you have seen is incorrect because in Hindi these days wrong spellings are in fashion because they are simple to write. We in Hindi also promounce it the way it has been spelled. In फ़्रान्स फ़ is pronounced as f and फ as ph. Then there can't be any bindi because it'll change the pronunciation of France in Hindi.
